Large Industrial outage support for North Lincolnshire based Oil Refinery

A Large oil refinery based in North Lincolnshire required support with an uplift of safety rental equipment including gas detection, breathing apparatus and working from height equipment. As well as, live camera monitoring of 24 confined spaces as part of a 60 day planned maintenance outage.


The customer had in excess of 2000 additional contractors coming to site to assist with maintenance and inspection activities as part of one of the largest in their history. They needed a short term increase in safety equipment to help protect the contractors while working on site, due to the number of different contracting companies the client also needed a way of tracking individuals signing out the equipment on a daily basis to reduce damages and losses to the client. There were also 24 confined spaces identified as high risk due to the nature of activities and/or work being carried out, the client also required our support with a nine day induction training centre as well as daily training during the outage.


ESS provided two on site safety shops running 24/7 and stocking over 4000 items of kit, these were tracked using ESS’s own web based fleet management tool that could let the customer know what equipment was being signed out and by who. This tool was also used to identify utilisation of kit on site and potential savings to the client by suggesting items to off hire due to lack of use. ESS also provided a camera confined space monitoring system for 24 locations that was monitored 24/7 by the team and allowed live gas readings to be sent to permit offices to speed up permit issue. In addtion to assist with face fit testing and site inductions ESS trainers where deployed on site.


ESS have a dedicated team within its Specialist Markets division who met with the customer at regular intervals in the leading up to the project to ensure everything was thought of in terms of project delivery was on track, this included supplying specific Regional Account Managers for the activities whilst on site. ESS also deployed an installation team to install the camera confined space monitoring system as well as install and fill the two on site safety shops. Requires kit for the project was supplied by the local depots and included support from the larger network of branches across the UK.


Supplying a successful project with no downtime to the customer was priority. During the corse of the project two safety shops located across site staffed 24/7 issued 21,953 items of kit during the project and over 888 hours of confined space camera monitoring with no major incidents. 536 hours of training were provided by ESS for contractors visiting site including SCBA and harness awareness along with breathing air trailer familiarisation, all in line with site specific requirements. ESS also provided 288 hours of face fit testing in the 9 days leading up to the start of the project.


Working with the customer collaboratively to ensure any short falls or unforeseen changes to the plan got dealt with quickly and effectively keeping the project moving safely. We also provided regular updates on fleet utilisation to ensure there was always enough kit on site to satisfy the particular activities happening during the project and suggested reductions where possible to save the customer valuable time and money.


Overall ESS provided a well rounded, robust and diverse service whilst on site working collaboratively with the customer. Always putting safety at the forefront of every descision. This was a large complex project for both ESS and the client but thanks to the team’s extensive knowledge and experience, the project ran smoothly.
